6 · מְנָחוֹת ח:א · Menachos 8:1

      כָּל קָרְבְּנוֹת הַצִּבּוּר וְהַיָּחִיד
        בָּאִים מִן הָאָרֶץ וּמִחוּצָה לָאָרֶץ, מִן הֶחָדָשׁ וּמִן הַיָּשָׁן —
      חוּץ מִן הָעֹמֶר וּשְׁתֵּי הַלֶּחֶם, שֶׁאֵינָן בָּאִים אֶלָּא מִן הֶחָדָשׁ וּמִן הָאָרֶץ.
      וְכֻלָּן אֵינָן בָּאִים אֶלָּא מִן הַמֻּבְחָר. וְאֵיזֶהוּ מֻבְחָר —
      מִכְמָס וּמְזוֹנִיחָה, אַלְפָא לַסֹּלֶת. שְׁנִיָּה לָהֶם, חֲפָרַיִם בַּבִּקְעָה.
      כָּל הָאֲרָצוֹת הָיוּ כְשֵׁרוֹת, אֶלָּא מִכָּאן הָיוּ מְבִיאִים.
    

All communal and individual offerings may come from EY or outside EY, from new or old crop — except the Omer and the two loaves, which come only from new crop and from EY. And all must come from the finest quality. Which is finest? Michmas and Zanuchah — primary for fine flour; second: Hafaraim in the valley. All lands were valid, but from here they would bring.

Primary

מִכְמָס וּמְזוֹנִיחָה

Michmas (Mukhmas, Benjamin highlands ~12km NE of Jerusalem) and Zanuchah (Judean Shefelah). Terra rossa soil producing exceptionally fine flour. Michmas appears in Shmuel I:14 (Jonathan's battle) and in post-exilic settlement lists (Nechemia 11:31). On Zanuchah: Sefer Yehoshua actually mentions two cities with this name; Ben-Zion Segal (Hagiagraphiya B'Mishna) identifies which one is meant here. The site was resettled in 1950 as a Jewish Moshav by Yemenite Jews. In the 1990s the area was sold and incorporated into what is now Ramat Beit Shemesh.

חֲפָרַיִם בַּבִּקְעָה

Hafaraim in the valley (identified with the Jezreel Valley or Be'er Sheva area — debated). All regions were halachically valid; only these were preferentially used, reflecting the Temple's sophisticated regional procurement system.

The double restriction — new grain + EY only — is the defining constraint shared exclusively by the Omer and the Shtei HaLechem. No other Korban has both simultaneously. This establishes their unique bond to the land and the moment — the foundational legal fact of the entire series.
