19 · מְנָחוֹת ו:א · Menachos 6:1
אֵלּוּ מְנָחוֹת נִקְמָצוֹת וּשְׁיָרֵיהֶן לַכֹּהֲנִים: מִנְחַת סֹלֶת, וְהַמַּחֲבַת, וְהַמַּרְחֶשֶׁת, וְהַחַלּוֹת, וְהָרְקִיקִין, מִנְחַת גּוֹיִם, מִנְחַת נָשִׁים, מִנְחַת הָעֹמֶר, מִנְחַת חוֹטֵא, וּמִנְחַת קְנָאוֹת. רַבִּי שִׁמְעוֹן אוֹמֵר, מִנְחַת חוֹטֵא שֶׁל כֹּהֲנִים נִקְמֶצֶת, וְהַקֹּמֶץ קָרֵב לְעַצְמוֹ, וְהַשִּׁירַיִם קְרֵבִין לְעַצְמָן.
These minhaos have a kometz removed and their remainder goes to the Kohanim: fine flour, pan, deep pan, loaves, wafers, gentile's minhah, women's minhah, the Omer meal offering, sinner's minhah, jealousy minhah. R' Shimon says: the sinner's minhah of Kohanim has a kometz removed — the kometz is burned alone, and the remainder is burned alone.

Sinner's and jealousy minhaos
R' Shimon's special case — the Kohein's sinner's minhah
מִנְחַת חוֹטֵא שֶׁל כֹּהֲנִים
If a Kohein brings a sinner's minhah, Vayikra 6:16 says "every Kohein's minhah shall be wholly burned — it shall not be eaten." Normally the sinner's minhah has a kometz burned and the remainder goes to the Kohanim. For a Kohein's own sinner's minhah, both portions must be burned — but R' Shimon holds the kometz is still "removed" as a formal act and burned separately, while the remainder is also burned separately. Two acts of burning, sequentially, rather than one act of wholly burning. This is the same verse the Kohanim cited in Shekalim 1:4 to argue that their contribution to the Omer and Shtei HaLechem would make those Korbanos "Kohenic" and therefore non-edible.

The final taxonomy mishnah: the Omer belongs to the standard category of minhaos — kometz to the altar, remainder to the Kohanim. Four mishnayos have now established the Omer's full profile: oil and frankincense (M16), waving and bringing near (M17), no semichah for the communal lambs (M18), and kometz with Kohanic remainder (M19). The series now turns from the Omer's attributes to its legacy.
