R' Shimon's special case — the Kohein's sinner's minhah
מִנְחַת חוֹטֵא שֶׁל כֹּהֲנִים
If a Kohein brings a sinner's minhah, Vayikra 6:16 says "every Kohein's minhah shall be wholly burned — it shall not be eaten." Normally the sinner's minhah has a kometz burned and the remainder goes to the Kohanim. For a Kohein's own sinner's minhah, both portions must be burned — but R' Shimon holds the kometz is still "removed" as a formal act and burned separately, while the remainder is also burned separately. Two acts of burning, sequentially, rather than one act of wholly burning. This is the same verse the Kohanim cited in Shekalim 1:4 to argue that their contribution to the Omer and Shtei HaLechem would make those Korbanos "Kohenic" and therefore non-edible.
