Why was this necessary?
Once, the moonlight rose and they thought the east had lit up,
and they slaughtered the tamid,
and had to take it out to the place of burning.
They brought the Kohein Gadol down to the immersion-house.
This was the rule in the Mikdash:
whoever defecated requires immersion;
and whoever urinated requires washing of hands and feet.

שפעם אחת עלה מאור הלבנה – it is not speaking about Yom Kippur, for it is impossible to ascend from the light of the moon so close to the morning light on Yom Kippur which is the first third of the month, but rather, at the end of one of the months when the moon ascends near the time of the crack of dawn, an error took place, and they suspected lest it was on Yom Kippur that another mistake would occur in a similar manner, therefore, they needed all of this. הורידו כהן גדול – this is an individual matter, and now he returns to that which was taught above, “until Hebron” and he answers affirmatively, and after the one who sees responded, they would bring down the High Priest to the ritual bath for he needed immersion prior to sacrificing the daily offering [of the morning]. המיסך רגליו – it is a substituted word for his large defecation.

Introduction The first half of this mishnah is a continuation of yesterday’s mishnah where we learned how cautious the priests were to ensure that dawn had truly broken before they slaughtered the morning tamid sacrifice. The second half of the mishnah proceeds with the descriptions of the Temple service. And why was all that necessary? Because once the light of the moon rose and they thought that the east was lit up and slaughtered the continual offering, [and afterwards] they had to take it out to the place of burning. The reason for all of the strict procedures which we learned in yesterday’s mishnah was that one time it happened that the moonlight was particularly strong and the priests thought that it was dawn. They then sacrificed the morning tamid before they realized their error. Since the tamid was slaughtered at night it was unfit and had to be burned at the “place of burning” where they would burn unfit sacrifices. They would then have been liable to offer another tamid sacrifice. They led the high priest down to the place of immersion. On Yom Kippur before they offered the tamid they would lead the high priest down to immerse himself, a requirement of which we will read more in mishnah three. This was the rule in the Temple: whoever covers his feet required an immersion, and whoever passed water required sanctification [by washing] his hands and feet. “Covers his feet” is a euphemism for defecating (See Judges 3:24). A priest who defecates must fully immerse himself before serving again in the Temple. However, urinating only requires him to sanctify himself by washing his hands and feet and not his whole body.

It is known that the moon does not rise from the east other than after the the midpoint of the month. And this that it states [in the Mishnah]: "עלה מאור הלבנה"/the light of the moon arose – it occurred at the end of the one of the months. And also on the night of Yom Kippur: "דמו שהאיר מזרח ושחטו את התמיד"./and they thought that the east was lit up and they slaughtered the daily burnt-offering (see Tractate Yoma 29a), and it (i.e., the Mishnah) included these two episodes together and stated that one one time other than the night of the fast [of Yom Kippur], the light of the moon went up in addition to what had occurred on the night of the fast [of Yom Kippur]. And it will be explained further (in Mishnah 4) that the High Priest immersees and slaughters the daily burnt-offering on the day of the fast of Atonement, but since the daily burnt-offering was invalidated as it stated, for since it was slaughtered at night, it required ritual immersion and afterwards he would slaughter the daily burnt-offering. מסיך את רגליו./whoever covered his feet [requires immersion]. – it is an epithet for defecation.

The moon that ruined a tamid, and the Mikdash's exacting readiness▾
This story is not set on Yom Kippur
Bartenura notes what is easy to miss: the episode of the moon mistaken for dawn was not on Yom Kippur — on the tenth of the month the moon cannot rise near daybreak. It is a general Mikdash episode, brought here only to explain why a watchman was later posted to call the true sunrise.

Moonlight and the true dawn
Each morning the lookout was put as a question — had the light spread in the east as far as Chevron? (Mishnat Eretz Yisrael). The Gemara (Yoma 28b, in Melekhet Shelomoh) asks how the moon’s light could be taken for it: a shaft of moonlight climbs straight up like a staff, while the dawn breaks and spreads across the sky, so the two do not resemble one another. Its answer is that this was an overcast morning, when the sun’s light too came broken and patchy between the clouds, and the risen moon passed for the spreading dawn.
Why a kohein washed after relieving himself
To the mishnah’s standing rule — one who relieved himself immerses, one who passed water washes his hands and feet — the Gemara (via Rashi) adds a reason for the washing: the kohein rubs the drops from his feet so that he not appear physically unfit, which could cast an unfair doubt on the legitimacy of his children.
