The GRA's deletion
The GRA removes "Bikkurim" from the text entirely, differentiating between kedushas ha'aretz (inherent holiness — only the Omer and Shtei HaLechem) and chovas ha'aretz (obligations of the land — which include Bikkurim). On this reading, only the two grain Korbanos define EY's first-level holiness.
R' Soloveitchik's reading
The mishnah should be read as emanating from the center outward — from the Beis HaMikdash's demands. It counts only items brought TO the Mikdash. The holiness of EY is defined by its relationship to the Temple's needs — the three items that can come from nowhere else.
The Geonim
Count 11 levels, not 10 — viewing EY itself as not a "real" level since no one is excluded from entering it. Unlike all the other levels (which exclude progressively more people), EY is open to all.
Series context
EY's holiness is defined by these Korbanos — not the other way around. The Omer and Shtei HaLechem do not come from EY because EY is holy; EY is holy because the Omer and Shtei HaLechem come from it.
