Rabbi Shimon: three lands only in Yehuda

Tanna KammaSo that in each land they keep eating until the last of that land's produce is gone — the latest sub-region carries the whole land→ each land, by its own latest place
Rabbi ShimonOnly Yehuda has three; all the rest are like Har HaMelech — keep eating as long as produce lasts there→ the rest follow Har HaMelech

Olives and dates: the whole Land is one

MishnahAll the lands are one — keep eating until the last is gone from the whole of Eretz Yisrael→ until they are gone from all of Eretz Yisrael
Animals roam the whole Land for them

Why Three Lands
